From the time that the National Irrigation Administration issued its Memorandum Circular No. 53, s. 2020, consistent with the Department of Interior and Local Government (DILG) Advisory (Unrestricted Movement of Food Supply During the State of Public health Emergency) and Department of Agriculture Circular No. 9, s. 2020 (Supplemental Circular Based on the Memorandum issued by the Executive Secretary on Enhanced Community Quarantine, Ensuring Unhampered Movement of all Cargoes, Agriculture and Fishery Inputs, Food Products and Agribusiness Personnel Nationwide), it signals that irrigation construction can commence.

The Contractors of NIA-MARIIS after securing the required documents as contained in the NIA MC have immediately mobilized its equipment and manpower to either start or continue its awarded contracts, which were suspended due to the COVID-19 pandemic. Considering the scheduled irrigation water delivery on June 8, 2020, contractors for projects of Divisions I to IV, Dam and Reservoir Division and the Engineering and Operations Division of Head Office must employ means and strategies to complete the projects without sacrificing the project quality. Aside from number of manpower, all donned with appropriate personal protective gears, and required heavy equipment, daily working time were also increased, all to ensure that irrigation service delivery will be promptly delivered on its scheduled date.
